The signing ceremony between the Government of Nepal, The Ministry of General Administration (MOGA) and the Government of People's Republic of China on the Minute of Meeting of the On-site Feasibility Study of China-aid for Upgrading and Renovation Project of Civil Service Hospital of Nepal held at Ministry of General Administration on Monday, 17 October 2016. Joint Secretary Ms. Nita pokhrel Aryal, signed on behalf of the Government of Nepal and Mr. Peng Wei, Economic and Commercial Counselor, Embassy of People's Republic of China in Nepal put the signature in presence of secretary of MOGA Mr. Purna Chandra Bhattarai and other official of the ministry. The memorandum of Understanding (MOU) between the Ministry of Finance of the Government of Nepal and the Ministry of Commerce of the People's Republic of China on Post-Disaster Reconstruction Aid Project plan has been signed on 23rd JuIy, 2015 and the Chinese Government has agreed to undertake the feasibility study of China -aid Upgrading and Renovation project in Nepal.

Both goverments have agreed to implement the project on'Turn Key basis'. It is agreed that Civil Service Hospital on behalf of the Government of Nepal provides the requirement of the construction and Government of China implements the project as per required. On the minutes of meeting, the responsibilities of both govemments have been clearly defined and it is expected that the project would be finalized by the end of 2017. During the signing ceremony, secretary Mr. Bhattarai said that the government of Nepal has taken this project as most priority project and also assured that Ministry of General Administration provide all necessary support to complete the project in time. Mr. Peng Wei also elaborated that the government of People's Republic of China has taken this project as the most important project and has put this in top priority among the other projects in Nepal. He further assured the Ministry that government of China put high effort to complete the project in time with desired quality and wish the people of Nepal would be able to get better hospital facility through Civil Service Hospital in future. The Chief Executive Officer of Civil Service Hospital, Dr. Bimal Kumar Thapa was also present in the signing ceremony.
